Pokémon Tins resealed and sold as new?

I went to a big box store that does not sell used items. I picked up a Pokémon tin and was excited to open them. I looked on the internet and found that these tins are subject to having been opened and returned to stores after the expensive Pokémon card pack is removed. I was shocked to find out that my tin may be a resealed tin that had been tampered with. Below are some pictures of how the tin          was sealed.

In the store all the tins were sealed like this and there were other boxes wrapped like this. I made sure that this was not a third party tin at the time I bought the tin. I never really thought about people buying the tin stealing cards and resealing and returning the tins. Below is the youtube video I made opening the tin and my thoughts on the possible situation.



I am kind of upset and in awh that people would do something like this. I opened the tin and the promo card looked in bad shape and the included coin looked like some paint may have been missing from it. I got a sun and moon pack as well as an XY pack in the tin. The Pokémon packs looked tattered and possibly re-sealed. I have yet to open the packs but will make a video when I do. I hope the cards were not repacked as well.

In the future Pokémon cards may have to be locked up to avoid the possible tampering with them. As well Pokémon cards should be non-returnable. This is a situation where resellers and scalpers are stealing from stores and cheating people out of money. More investigating has to be done but if this tin was resealed I will be very upset.
